Is Part 3 of the EA exam really the easiest?

I keep hearing Part 3 is the shortest, but is it actually easy or just shorter to study?

Part 3 has the smallest content footprint, but it is not free. The questions test specific rules and form-based knowledge that you cannot guess.

What makes Part 3 manageable:

  • The content is finite. Circular 230 is a single IRS document, not hundreds of pages of code.
  • The rules are procedural rather than computational. Power of attorney scope, conflict of interest rules, due diligence requirements, advertising restrictions.
  • Many candidates pass Part 3 in three to four weeks of focused study.

What makes Part 3 trip people up:

  • Form-specific questions. Form 2848 versus Form 8821 versus Form 56 versus Form 4506 — each authorizes different actions for different parties.
  • Due dates and extensions. The interaction between original due dates, extension dates, and statute of limitations.
  • E-file specifics. ERO responsibilities, opt-out forms, EFIN versus PTIN.
  • Penalty rules and the practitioner's due diligence obligations.

The most effective Part 3 study is question-bank-heavy after a single read-through of Circular 230. Most of the failures on Part 3 come from skipping the Circular 230 reading entirely and trying to learn from QBank alone.
